I share this question and need. Our Commissioner recently resigned and we have an interim. The interim has been provided with copious information about RTI and the need to have state-level leadership but no resources have been allocated to this at all. How can we convey the urgency of the situation and help get "buy-in" ?

Have you thought about contacting other groups in your state who may beinterested in a similar agenda? Groups like your Parent Training
